advisory lock file next to the token file (<path>.lock), every refresh
by an EsiTokenManager under one per character
(<path>.<characterId>.lock), and reads go to the file rather than an
in-memory copy. true uses the default timings. Off by default.
POSIX permission bits for the token file. Defaults to
0o600(owner read/write only). Ignored on platforms without POSIX modes.
